Difficulty: Easy
Requirements:
- at least 4GB of RAM and 1GB of VRAM
- an ASI Loader like DSOUND or XLiveless
- NETScriptHook
- TrafficFlow Script Mod
Links:
WARNING: Don't use both ASI Loaders. It will Crash your Game. Just use 1
Xliveless ASI Loader (WARNING*This will remove the Multiplayer Function. I don't recomment to use this one. Use Dsound instead)

DSound ASI Loader (The better Asi Loader. This one will NOT remove the Multiplayer Function so i recomment using THIS)

If you have a lots of Car Mods you will notice that the Game stops to load the Cars correctly. You will mostly see just taxis and 1 or two Normal Cars. Thats cost by the High Poly Car Mods. GTA IV will notice that a lot of the Cars are now much bigger and need much more RAM to load. Even if you have enough RAM the game will stop load the Cars. (R* Y U NO PORT RIGHT?) And as a result its just gonna load taxis.
To Fix that you just need to Install a little Script Mod that loads the Cars into the Game no matter if they High Poly or not.
Installation
1) Download DSound (or xliveless) and NETScriptHook
2) Open the ScriptHook Rar and extract everything in it into your GTA 4 Installation Folder (Standard - C:Programm Files\Rockstar Games\GTA IV)
3) Open the DSound (or xliveless) Rar and Extract everything into your GTA 4 Installation Folder (Standard - C:Programm Files\Rockstar Games\GTA IV)
4) If you don't have it already create a Folder Called "scripts" (without ") inside your GTA $ Installation Folder (Standard - C:Programm Files\Rockstar Games\GTA IV)
*This Script Folder will be where most of your Script Mods will go in
5) Download TrafficFlow and open the Rar.
6) Extract the TrafficFlow.net.dll and the TrafficFlow.ini into your Scripts Folder (the one you just created)
Now the Taxi Bug should be fixed for you.
*Note: Sometimes it needs a minute or two to load the script so don't panik if it dosen't work in the first 30 Sec
